Modesto Mall Repaved using Cold Recycled Asphalt

Beginning in early September 2008, the Vintage Faire Mall in Modesto is being repaved.
Don Mangan with Pave West, the paving contractor was looking for solutions that
would save the Mall owner money without sacrificing quality. Having used cold recycled
material before, Don knew it was a good solution and viable alternative to the more
expensive "remove and replace" standard practice.
Don decided to hire Pavement Recycling Systems and met with the mall owner to lay
out his strategy. Agreement was quickly made and work started the week of September
15th. First PRS milled off most of the existing asphalt, leaving only a thin skin
behind or exposing the underlying base section. The reclaimed asphalt pavement ("RAP")
was stockpiled on site, then crushed and screened into a well-graded aggregate mix
meeting recycled asphalt design criteria. Then, using specially formulated binders
mixed in a proprietary emulsion, the RAP and recycling agents were blended in a
sophisticated mixing plant that carefully weighs and meters all components of the
mix and produces a product per the recycle design.
Placed using conventional paving equipment, Pave West saved over 500 truck haul
hours on this project by not having to haul off the old asphalt and bring in new.
Energy was saved, carbon emissions significantly reduced, and best of all - for
