Richard Gove, President
30 years construction experience including 19 years as CEO of PRS.

Bernard Hale, Controller
28 years accounting experience including 8 years as tax manager for a Fortune 500 company; a 17-year PRS manager.

Spencer Skipworth, Vice-President and COO
30 years construction experience; a 19-year PRS veteran.

Steve Concannon, San Diego Regional Manager
20 years of construction experience, 7 years as regional manager.

Don Matthews, P.E., Manager: Re-New Pavement Division
Also director of research & development, (formerly doctoral candidate in civil engineering at Long Beach State University.

Doug Ford, President, Pavement Coatings Company
Runs our pavement preservation division which became part of of PRS in 2006

Marco Estrada, P.E., Manager: Soils and Pavement Restructuring Division
Geotechnical engineer with significant experience in soil stabilization beginning 20 years ago with soil treatment for runway construction at the Denver Airport. Also a Texas Longhorn.

Don Sante, Chief Estimator
Started with G.J. Payne in the late ‘70's and has been recycling pavement ever since.

Jim O'Kane, Director of Sales
Also a former co-owner of J.A. James Construction and past president of the Southern California Contractors Association.

Steve Ward, Regional Manager — "All Points North."
Former CEO of West Coast Milling. Based in Lancaster and general manager for Bakersfield and Carson City branch offices.
